consists of a 4page paper on a distinct consumer problem. To receive the full 50 points the
student must (1) clearly identify a pressing consumer problem (identify the market failure), (2) discuss the
likely effects of using alternative systems of social control to alleviate the problem, and (3) explain why one
controller (or a combination of multiple controllers) is the preferred means of remedying the problem. The use
of data and other supporting materials is highly recommended.
